Predict
A computer copy of the real roads (OpenStreetMap, simulated in SUMO) is tuned until its trip times match the real, measured ones. Then it shows where queues build up and why.

Mitigate first
Try the cheap fixes before the expensive ones: signal timing, a one-way side road, a wider approach. Only then a flyover, and always check what it does to the next junction.

Build what was tested, on the record
A reviewer re-tests the options with more or less traffic, a decider approves with a written reason, and each step is fingerprinted so the record cannot be changed quietly.
